A PTC thermistor heated with a steady low-voltage source (i.e. 12V) can change its power consumption in response to a change in external thermal conditions. For example, if this steady state condition is disturbed by a sudden increase in heat dissipation (e.g. submersion into a cool liquid) the current through the PTC thermistor will increase in response to the cooling of thermistor.  This unique characteristic makes the PTC thermistor an excellent device for sensing liquid overflow in holding tanks (or the onset of icing condition). The same thermistor response to temperature change also can be used to indicate low liquid level from the effect of thermistor heating with surfacing of PTC thermistors from a liquid tank.
